Why can’t we still get internal building climate control right

I work in a building where I often see coworkers wearing sweaters and huddled under blankets in July in sweltering Texas. I have had meetings where the room was so cold the participants left the conference room to find a warmer one. Nor is it just workplaces that are freezing too often. I have been icy at countless restaurants and now take a jacket with me at all times. I was also at a conference center for a presentation a couple of weeks ago. It was cold outside — and the AC ran the whole time in the presentation hall.

How can we be able to put a man on the moon four decades ago and STILL can’t figure out how to make a commercial space reasonably comfortable.
